Why could a second wheelchair parking spot on the east side of the building not have been looked at instead of the waste of public money and inconvenience that this project has brought about?

I’d like to complain about our service here at RR5 Mitchell. We have not received proper mail delivery since last week. I mailed a bill payment on Dec 22 and actually called the Post Office to get a box # but they could not give it out why? Said they’d put it in the box, no problem. Received the letter/payment back yesterday RTS , 2 days before year end, had to drive there to make sure payment was processed. And people in the town of Mitchell have receivd 2 weeks of their copy of the local paper, the Mitchell Advocate, whilst we are still waiting for last week’s, wasn’t in the mail yesterday, and no mail delivery today? Roads are dry today, what’s up. No excuse very poor service we are receiving…
